17 Restoration of Maison Dieu, Dover

The Strategic Director (Operations and Commercial) presented the report on the Restoration of Maison Dieu, Dover.

 

Members considered the recommendations of the Cabinet and the Overview and Scrutiny Committee. Councillor C A Vinson highlighted the recommendation of the Cabinet (CAB111) as followed:

 

‘’It is therefore the recommendation of the Section 151 Officer that, to maintain the Council’s financial position with regards to capital expenditure, projects totalling at least the additional cost of the Maison Dieu project, currently estimated to be £2.25 million, are removed from the programme.”

 

RESOLVED:  (a)     That additional £2.25m from the Capital Programme be allocated to this project.

 

                        (b)     That Cabinet be required to present to a subsequent meeting of Council a revised, fully funded, capital programme that incorporates savings to fully offset the additional costs of the Maison Dieu project.

The Strategic Director (Operations and Commercial) presented the report on the Restoration of Maison Dieu, Dover.

 

The Chairman read out the amended recommendations from Cabinet made at its meeting on 9 May 2022.

 

RESOLVED: (a) That it be recommended to Cabinet:

 

(i)            That the outcome of the tender process be noted.

(ii)           That Coniston Ltd be awarded preferred contractor status for the construction works.

(iii)          That the Cabinet be asked to note the Overview and Scrutiny Committee’s concerns over the ability to close the funding gap of £3.934 million to £2.25 million.

(iv)          That the Cabinet be asked, prior to the allocation of the £2.25 million in the capital programme to the Restoration of the Maison Dieu, to provide more detail of the impact that this will have on the remainder of the capital programme as the Committee did not wish to see any other projects delayed as a consequence. 

 

(b) That it be recommended to Council:

 

(i)            That the Council be asked to note the Overview and Scrutiny Committee’s concerns over the ability to close the funding gap of £3.934 million to £2.25 million and note its request to the Cabinet that, prior to the allocation of the £2.25 million to the Restoration of the Maison Dieu, it more detail of the impact that this will have on the remainder of the capital programme as the Committee did not wish to see any other projects delayed as a consequence.

Restoration of Maison Dieu, Dover

(a)   It was agreed:

 

(i)             That the outcome of the tender process be noted.

 

(ii)            That the award of the main contract for the construction works to Coniston Ltd be approved.

 

(iii)           That the Strategic Director (Operations and Commercial) be instructed to identify additional grant funding opportunities from other sources, including project sponsors and other partners, opportunities for prudent borrowing against expected revenues, and potential savings up to £2.25 million in the Capital Programme, in consultation with the Leader of the Council, sufficient to offset the shortfall of funding for the Maison Dieu project, with a report to be presented to a subsequent meeting of the Council.

 

(b)   It was agreed to recommend to Council:

 

(i)             That the allocation of an increase of £2.25 million in the Capital Programme to finance the increased costs of the Maison Dieu project be approved.

 

(ii)            That the recommendation of the Section 151 Officer, as set out in paragraph 7.1.9 of the report, be approved, as follows:

 

‘’It is therefore the recommendation of the Section 151 Officer that, to maintain the Council’s financial position with regards to capital expenditure, projects totalling at least the additional cost of the Maison Dieu project, currently estimated to be £2.25 million, are removed from the programme.”
