It was agreed that the decisions of the meeting held on 7 June 2021, as detailed in decision numbers CAB 1 to CAB 8, be approved as a correct record and signed by the Chairman.

It was agreed that the Overview and Scrutiny Committee’s endorsement of Cabinet decision CAB 5, made at its meeting held on 14 June 2021 (Minute No 24), be acknowledged.

Dover District Council Draft Tenancy Strategy and Policy 2021-2026 pdf icon PDF 630 KB

It was agreed:

 

(a)  That the duty placed on the Council by the Localism Act 2011 to prepare and publish a Tenancy Strategy and Tenancy Management Policy be noted.

 

(b)  That the content of the draft Tenancy Strategy be noted and approved.

 

(c)   That the content of the draft Tenancy Management Policy be noted and approved.

 

(d)  That the draft consultation plan for the Tenancy Strategy and Tenancy Management Policy be noted and approved.

 

(e)  That the Strategic Director  (Corporate Resources) be authorised, in consultation with the Portfolio Holder for Housing and Health, to make minor amendments to the strategy and the policy arising from the consultation, and thereafter to adopt both documents on behalf of the Council with effect from 1 September 2021. 

 

(f)    That the Strategic Director (Corporate Resources) be authorised, in consultation with the Portfolio Holder for Housing and Health, to make future minor amendments to the strategy and policy as required.

Electric Heating and Photo-Voltaic Installations at Affordable Housing Developments at Kimberley Close, Dover and Stockdale Gardens, Deal pdf icon PDF 138 KB

It was agreed:

 

(a)   That the use of Section 106 receipts in respect of the Aylesham redevelopment for the addition of grounds maintenance resources to undertake all maintenance and landscaping requirements for open spaces and play areas within the District be approved. 

 

(b)   That the Strategic Director (Operations and Commercial) be authorised, in consultation with the Portfolio Holder for Community and Corporate Property, to take all necessary steps to set up the service.

MATTERS WHICH THE MANAGEMENT TEAM SUGGESTS SHOULD BE CONSIDERED IN PRIVATE AS THE REPORT CONTAINS EXEMPT INFORMATION AS DEFINED WITHIN PART 1 OF SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT 1972 AS INDICATED AND IN RESPECT OF WHICH THE PROPER OFFICER CONSIDERS THAT THE PUBLIC INTEREST IN MAINTAINING THE EXEMPTION OUTWEIGHS THE PUBLIC INTEREST IN DISCLOSING THE INFORMATION

That, in accordance with the provisions of the Local Authorities (Executive Arrangements) (Access to Information) (England) Regulations 2000, the press and the public be excluded during consideration of the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 3 of Schedule 12A of the Local Government Act 1972.

Award of 5-Year Consultancy Contract for Heating, Water and Electrical Safety Works

Minutes:

It was agreed that a 5-year contract be awarded to Gas Contract Services, for the sum set out in the report, to oversee the works completed by contractors carrying out heating servicing, heating installations, water hygiene works and electrical works in Council dwellings.
