MATTERS WHICH THE MANAGEMENT TEAM SUGGESTS SHOULD BE CONSIDERED IN PRIVATE AS THE REPORT CONTAINS EXEMPT INFORMATION AS DEFINED WITHIN PART 1 OF SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT 1972 AS INDICATED AND IN RESPECT OF WHICH THE PROPER OFFICER CONSIDERS THAT THE PUBLIC INTEREST IN MAINTAINING THE EXEMPTION OUTWEIGHS THE PUBLIC INTEREST IN DISCLOSING THE INFORMATION

Minutes:

That, in accordance with the provisions of the Local Authorities (Executive Arrangements) (Access to Information) (England) Regulations 2000, the press and the public be excluded during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraph 3 of Schedule 12A of the Local Government Act 1972.

Dover Leisure Centre - Spa Feasibility Study

To consider the report of the Director of Environment and Corporate Assets (to follow).

 

Responsibility: Portfolio Holder for Property Management and Public Protection

Minutes:

It was agreed:

 

(a)  That the Dover Leisure Centre Project Advisory Group’s recommendation, made at its meeting held on 8 December 2016 (Minute No 62), be approved as follows:

 

‘That the Council should not proceed with the spa facility, and the project should proceed as planned but with an increased services capacity (at a cost of £39,000 plus VAT).’

 

(b)  That the facility mix of the new Leisure Centre, as approved by Cabinet at its meeting held on 20 September 2016 (CAB 50), be confirmed subject to the addition of increased services capacity (at a cost of £39,000) so that a spa or other additional facility can be added at a later date.

 

(c)  That the Director of Environment and Corporate Assets be authorised to:

 

(i)            Submit an application for planning consent for a new leisure centre at Whitfield, in consultation with the Portfolio Holder for Property Management and Public Protection.

 

(ii)           Determine any appropriate development contributions to be offered as part of the application, in consultation with the Portfolio Holder for Corporate Resources and Performance.

Dover Leisure Centre - Building Contractor Procurement

To consider the report of the Director of Environment and Corporate Assets (to follow).

 

Responsibility: Portfolio Holder for Property Management and Public Protection

Minutes:

It was agreed that the appointment of BAM as the preferred contractor for the pre-construction phase, as set out at Appendix A to the report, be approved.
