It was agreed:

 

(a)  That the report be received and noted.

 

(b)  That, having noted the results of the tenant and leaseholder consultation, the cost/benefit analysis and the risk analysis, the management of the Council’s housing stock be brought back in house.

 

(c)   That authority be delegated to the Strategic Director (Corporate Resources), in consultation with the Portfolio Holder for Housing and Health, to take such decisions as may be necessary to facilitate the process of bringing the housing service back in house.

 

(d)  That authority be delegated to the Strategic Director (Corporate Resources), in consultation with the Portfolio Holder for Housing and Health, to terminate the whole or part of the services provided by East Kent Housing under the management agreement, and to terminate the management agreement with East Kent Housing as soon as practicable.

 

(e)  That authority be delegated to the Strategic Director (Corporate Resources), in consultation with the Portfolio Holder for Housing and Health, to transfer from the Housing Revenue Account (HRA) reserves into the 2020/21 HRA revenue budget in order to meet the potential costs of service transfer.

 

(f)    That authority be delegated to the Strategic Director (Corporate Resources) to discharge the powers and functions of the Council in relation to housing management set out in the management agreement in so far as they do not relate to the repair and maintenance of the Council’s housing stock. 

 

(g)  That authority be delegated to the Strategic Director (Operations and Commercial) to discharge the powers and functions of the Council in relation to housing management set out in the management agreement in so far as they relate to the repair and maintenance of the Council’s housing stock.
