It was agreed that the decisions of the meeting of the Cabinet held on 4 March 2019, as detailed in decision numbers CAB 98 to CAB 106, be approved as a correct record and signed by the Chairman.

It was agreed that the Governance Committee’s recommendation, made at its meeting held on 14 March 2019 (Minute No 45), be reconsidered once Ashford Borough Council’s proposal for additional audit investigations has been received.

MATTERS WHICH THE MANAGEMENT TEAM SUGGESTS SHOULD BE CONSIDERED IN PRIVATE AS THE REPORT CONTAINS EXEMPT INFORMATION AS DEFINED WITHIN PART 1 OF SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT 1972 AS INDICATED AND IN RESPECT OF WHICH THE PROPER OFFICER CONSIDERS THAT THE PUBLIC INTEREST IN MAINTAINING THE EXEMPTION OUTWEIGHS THE PUBLIC INTEREST IN DISCLOSING THE INFORMATION

Minutes:

That, in accordance with the provisions of the Local Authorities (Executive Arrangements) (Access to Information) (England) Regulations 2000, the press and the public be excluded during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraph 3 of Schedule 12A of the Local Government Act 1972.

Award of Contract - Asbestos Survey, Testing and Removal Works

To consider the attached report of the Director of Property Services, East Kent Housing.

 

Responsibility: Portfolio Holder for Housing and Homelessness

Minutes:

It was agreed:

 

(a)  That a 3-year contract (plus extension options of 1 + 1 year) for the provision of routine surveying, testing and, where required, removal of asbestos-containing materials within the Council’s housing stock be awarded to PA Group Limited, subject to the 30-day notice period required by Section 20 of the Landlord and Tenant Act 1985 and the Service Charges (Consultation Requirements) (England) Regulations 2003. 

 

(b)  That the functions of having regard to observations in relation to proposals to award a long-term agreement, as required by Section 20 of the Landlord and Tenant Act 1985 and the Service Charges (Consultation Requirements) (England) Regulations 2003, and confirming the award of the contract (or reporting further to Cabinet as she considers appropriate), be delegated to the Head of Finance and Housing.

Award of Contract - Fire Precaution Works

To consider the attached report of the Director of Property Services, East Kent Housing.

(a)  That a 3-year contract for the provision of routine fire precaution works to the Council’s housing stock be awarded to CLC Contractors Limited, subject to the 30-day notice period required by Section 20 of the Landlord and Tenant Act 1985 and the Service Charges (Consultation Requirements) (England) Regulations 2003. 

 

(b)  That the functions of having regard to observations in relation to proposals to award a qualifying long-term agreement, as required by Section 20 of the Landlord and Tenant Act 1985 and the Service Charges (Consultation Requirements) (England) Regulations 2003, and confirming the award of the contract (or reporting further to Cabinet as she considers appropriate), be delegated to the Head of Finance and Housing.
