The Parking Operations Manager (POM) introduced the report which set out proposals to introduce a prohibition on lorries parking on one side of Bench Street, following consultation with residents.  It was clarified that the prohibition would be enforced by the Council’s night-time patrols. 

  

RESOLVED:   That it be recommended that the proposal, as set out at Appendix A of the report, be brought into effect by Kent County Council sealing the necessary Traffic Regulation Order.

The POM introduced the report which outlined plans to introduce daytime limited waiting for cars and motorcycles in Elizabeth Street.  Following consultation, no objections had been received, and it was proposed that the proposal be sealed by Kent County Council.

The POM presented the report, advising that formal consultation had taken place on proposals to introduce a residents’ parking scheme in Laureston Place and Victoria Park.  Of the 71 responses received, 62 respondents supported the proposal and 10 objected to it.  It was clarified that each flat or house would be entitled to two permits.

 

RESOLVED:   That it be recommended that the residents’ parking scheme detailed in the report and shown at Appendix A of the report be brought into effect by Kent County Council sealing the necessary Traffic Regulation Order. 

 

26.

Public Realm Improvements Project - Market Square, Dover pdf icon PDF 48 KB

Minutes:

The Strategic Delivery Manager (Infrastructure) (SDMI) presented the report which updated Members on proposals to deliver improvements to the Market Square area.   The project would be funded through a grant of £2.44 million awarded by the Ministry of Housing, Communities and Local Government (MHCLG), and a contribution from Dover District Council of £500,000 (to be approved by Cabinet in December).  In response to queries, it was clarified that the MHCLG funding could only be used for this project, with the objective of increasing the number of visitors to the town and providing a link between the St James’s development and the town centre.   Regrettably, it was likely that the project would take longer than originally anticipated due to the need for consultation on an amended design in the coming months, and subsequent engagement with the Joint Transportation Board.    

 

In response to Councillor P M Brivio, the SDMI agreed to ask the consultants to consider how best to avoid the proposed traffic lights obstructing the view up Castle Street from the Market Square, an area that was particularly suited to cafés and sitting out.   In response to Councillor C A Vinson, the Board was advised that any traffic assessment would have to wait until the route for the Bus Rapid Transit system had been decided, and when it was clearer what shape the project would take.  Officers would work with the Dover Town Team and local businesses to understand how the town could attract more tourists and visitors.  Councillor M J Holloway advised that the project was part of wider regeneration plans for Dover over the next four/five years, including Pencester Gardens, the Co-op and the former leisure centre site.

 

RESOLVED:   That the report be noted.

 

(Councillor T A Bond made a Voluntary Announcement of Other Interests by reason that he was a director of Dover Town Team, upon whose behalf the Council had submitted the bid to MHCLG.  However, the report was for information only and the Board was not required to make a decision.)

 

27.

Local Winter Service Plan pdf icon PDF 53 KB

To consider the attached report of the Head of Highway Asset Management, Kent County Council.

Minutes:

The Dover District Manager (Kent County Council Highways) (DDM) introduced the report that outlined the arrangements in place between Kent County Council (KCC) and Dover District Council to provide a service in the event of significant snowfall.  She advised that KCC and DDC could call upon a large number of farmers to plough routes in their designated areas when snow reached a depth of 50mm.  Salts bins were in the process of being replenished, and an on-line map of these was available.  Farmers’ equipment was tested during the summer to ensure it was in working order.  Councillor Vinson welcomed the arrangements which gave reassurance to the public that they would be able to go about their business regardless of the weather.

 

RESOLVED:   That the report be noted.

28.

Highway Works Programme 2019/20 pdf icon PDF 139 KB

To consider the attached report of the Director of Highways and Transportation, Kent County Council.

Minutes:

The DDM presented the report which provided an update on schemes that had been programmed for delivery in 2019/20.

 

Councillor Vinson raised concerns about the lack of lighting on public right of way ED31, between Dover Road and Salisbury Road, Walmer.   When reporting it, he had been told that no new street lights were currently being installed.   The DDM undertook to investigate further, but suppositioned that street lights would normally be installed where vehicle safety rather than pedestrian safety was compromised.  In response to concerns raised by Councillor P D Jull about drainage works in Deal High Street, the DDM promised to find out why the hole and materials had been left for so long with seemingly no activity.

 

RESOLVED:   That the report be noted.

30.

Applications for Disabled Persons' Parking Bays

To consider the attached report of the Strategic Director (Operations and Commercial).

Minutes:

The POM presented the report which outlined details of twelve disabled parking bay applications, and proposed the removal of six bays that were no longer needed. 

 

Applications A to L met all the criteria and their formal advertisement was therefore recommended.   In respect of Application D and concerns raised by Councillor D G Cronk that the bay was installed on a bend, the POM acknowledged that bends were not ideal but, where there was no choice, bays would be positioned on the outside of the bend.   He also undertook to check that the bay detailed in Application E was six metres in length.

 

RESOLVED:   That it be noted:

 

(i)            That Applications A to L would be formally advertised and, in the event that no objections are received, they will be sealed by Kent County Council.  (Should any objections be received during the consultation process, the applications will be discussed with the Chairman of the Dover Joint Transportation Board for a final decision.)

 

(ii)           That Items M to R would be formally advertised with the intention of removing them and, in the event that no objections are received, their removal will be sealed by Kent County Council.

In normal circumstances this would be within 2 working days of the meeting. However, there may be circumstances where it will take longer.

      (b) The broadcasts and recordings are the copyright of the Council and may not be copied, displayed or published to the public, adapted or dealt with in any other way restricted by the Copyright, Designs and Patents Act 1988.

      (c) The Council will not make available copies of the recordings either in whole or in part other than in compliance with a legal requirement arising under The Freedom of Information Act 2000, UK GDPR, The Data Protection Act 2018 or some other enactment, rule of law or direction of a court or tribunal which is binding on it.

      (d) Dover District Council is a Data Controller under GDPR. During this live broadcast, if you are participating in the meeting your personal data will be processed.
