For those meetings that are being broadcast there will be a link to view the live broadcast under the ‘Media’ heading below. Only those items not restricted on the agenda will be broadcast.

5.	Local Government Pension Scheme 2014 PDF 204 KB To consider the attached report of the Head of Governance. PDF 113 KB Minutes: The Head of Governance presented the report on the Local Government Pension Scheme 2014. Members were advised that a new Local Government Pension Scheme 2014 (LGPS) was introduced on 1 April 2014 which required that all scheme employers review their existing pension discretion policy statements and publish new statements in line with the Local Government Pension Scheme Regulations 2013, which was approved by the General Purposes Committee in 2014 with a revision approved in 2018. The latest review incorporated the option for the Council to offer Shared Cost Additional Voluntary Contributions (SCAVCs) to staff and changed references and delegations from the Director of Governance to the Head of Governance. RESOLVED: (a) That the revised Pension Discretion Policy Statement as set out at Appendix 1 be approved. (b) That the Head of Governance to authorised make any necessary minor changes to the Pensions Discretion Policy Statement.
6.	Exclusion of the Press and Public PDF 104 KB The recommendation is attached. MATTERS WHICH THE MANAGEMENT TEAM SUGGESTS SHOULD BE CONSIDERED IN PRIVATE AS THE REPORT CONTAINS EXEMPT INFORMATION AS DEFINED WITHIN PART 1 OF SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT 1972 AS INDICATED AND IN RESPECT OF WHICH THE PROPER OFFICER CONSIDERS THAT THE PUBLIC INTEREST IN MAINTAINING THE EXEMPTION OUTWEIGHS THE PUBLIC INTEREST IN DISCLOSING THE INFORMATION Minutes: It was moved by Councillor C A Vinson, duly seconded by Councillor P D Jull and RESOLVED: That, under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the remainder of the business on the grounds that the items to be considered involved the likely disclosure of exempt information as defined in paragraph 4 of Part I of Schedule 12A of the Act.
7.	Information Security, Risk and Governance Policy Review 2020 View the reasons why item 7. is restricted To consider the attached report of the Head of Governance. Minutes: The Head of Governance presented the Information Security, Risk and Governance Policy Review 2020 report. RESOLVED: (a) That the revised suite of Information Governance Policies set out in Appendix 1 be approved for implementation from 1 January 2021. (b) That authority be delegated to the Head of Governance to make any future minor changes or amendments to policies providing that these changes do not change the substance of any of the policies.

Broadcast and Recording of Council Meetings

(a) Where a meeting has been broadcast via the Council’s website a recording of that broadcast will generally be available for viewing on-line for a period of 30 days from the close of the meeting. In normal circumstances this would be within 2 working days of the meeting. However, there may be circumstances where it will take longer.

(b) The broadcasts and recordings are the copyright of the Council and may not be copied, displayed or published to the public, adapted or dealt with in any other way restricted by the Copyright, Designs and Patents Act 1988.

(c) The Council will not make available copies of the recordings either in whole or in part other than in compliance with a legal requirement arising under The Freedom of Information Act 2000, UK GDPR, The Data Protection Act 2018 or some other enactment, rule of law or direction of a court or tribunal which is binding on it.

(d) Dover District Council is a Data Controller under GDPR. During this live broadcast, if you are participating in the meeting your personal data will be processed. Some of the meetings will be recorded and retained for viewing for 30 days on the Council's YouTube channel. Your information will be handled securely and confidentially in compliance with data protection legislation.
