Not all meetings are broadcast. The meetings that will be broadcast are as follows: (a) Council; (b) Cabinet; (c) Dover Joint Transportation Advisory Board; (d) General Purposes Committee; (e) Electoral Matters Committee; (f) Governance Committee; (g) Planning Committee; and (h) Overview and Scrutiny Committee.

For those meetings that are being broadcast there will be a link to view the live broadcast under the ‘Media’ heading below. Only those items not restricted on the agenda will be broadcast.

9.	Appointment of Substitute Members PDF 54 KB To note appointments of Substitute Members. Minutes: The Democratic Services Manager advised that no notice had been received for the appointment of substitute members.

11.	Minutes PDF 11 KB To confirm the attached Minutes of the meeting of the Committee held on 15 December 2020. Minutes: The Minutes of the meeting held on 15 December 2020 were approved as a correct record for signing by the Chairman.
12.	Exclusion of the Press and Public PDF 104 KB The recommendation is attached. MATTERS WHICH THE MANAGEMENT TEAM SUGGESTS SHOULD BE CONSIDERED IN PRIVATE AS THE REPORT CONTAINS EXEMPT INFORMATION AS DEFINED WITHIN PART 1 OF SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT 1972 AS INDICATED AND IN RESPECT OF WHICH THE PROPER OFFICER CONSIDERS THAT THE PUBLIC INTEREST IN MAINTAINING THE EXEMPTION OUTWEIGHS THE PUBLIC INTEREST IN DISCLOSING THE INFORMATION Minutes: It was moved by Councillor P D Jull, duly seconded by Councillor P M Brivio and RESOLVED: That, under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the remainder of the business on the grounds that the items to be considered involved the likely disclosure of exempt information as defined in paragraph 4 of Part I of Schedule 12A of the Act.
13.	Pay Award 2021 View the reasons why item 13. is restricted To consider the attached report of the Head of Paid Service. Minutes: The Head of Paid Service presented the report on the Pay Award 2021. RESOLVED: That the pay award of 1.0% or £250 (whichever is the greater) on the base salary of all staff from 1 April 2021 be approved and that the car and fuel allowances for affected staff are increased by the same amount.

Broadcast and Recording of Council Meetings

(a) Where a meeting has been broadcast via the Council’s website a recording of that broadcast will generally be available for viewing on-line for a period of 30 days from the close of the meeting. In normal circumstances this would be within 2 working days of the meeting. However, there may be circumstances where it will take longer.

(b) The broadcasts and recordings are the copyright of the Council and may not be copied, displayed or published to the public, adapted or dealt with in any other way restricted by the Copyright, Designs and Patents Act 1988.

(c) The Council will not make available copies of the recordings either in whole or in part other than in compliance with a legal requirement arising under The Freedom of Information Act 2000, UK GDPR, The Data Protection Act 2018 or some other enactment, rule of law or direction of a court or tribunal which is binding on it.

(d) Dover District Council is a Data Controller under GDPR. During this live broadcast, if you are participating in the meeting your personal data will be processed. Some of the meetings will be recorded and retained for viewing for 30 days on the Council's YouTube channel. Your information will be handled securely and confidentially in compliance with data protection legislation.
