It was agreed that the decisions of the meeting of the Cabinet held on 12 April 2021, as detailed in decision numbers CAB 103 to CAB 111, be approved as a correct record and signed by the Chairman.

To consider the recommendations of the Overview and Scrutiny Committee (to follow).

Minutes:

It was agreed that the Overview and Scrutiny Committee be thanked for its recommendations (b) and (c), made at its meeting held on 19 April 2021 (Minute No 124).  However, it was noted that an investigation by the East Kent Audit team was already underway which would address the issues raised by the Committee, and that a report would be brought back to Cabinet.

It was agreed that the adoption of the Kent Downs AONB Management Plan Third Revision 2021-2026, as set out at Appendix 1 to the report, be approved, subject to the following:

 

(i)             That the formal date for adoption be shortly after the last of the 12 local authorities resolves to adopt the plan.

 

(ii)            That authority be delegated to the Head of Planning, Regeneration and Development, in consultation with the Portfolio Holder for Planning and Regulatory Services, to make reasonable changes made by other local authorities during the adoption process and to determine the date of formal adoption.

119.

Future of East Kent HR (EKHR) pdf icon PDF 369 KB

To consider the attached report of the Chief Executive and the Interim Head of Shared Services/Interim Head of Collaborative Services.

 

Responsibility: Portfolio Holder for Finance, Governance and Digital

Minutes:

It was agreed:

 

(a)   That East Kent Human Resources (EKHR) be disbanded and that the Human Resources service be returned in-house.

 

(b)   That authority be delegated to the Chief Executive to:

 

(i)             Make any further decisions and to carry out all necessary processes to give effect to the decision to disband EKHR;

 

(ii)            Sign off and enter into any agreements necessary to give effect to the decision, including but not limited to the novation of any contracts between all or any of the three councils and any third parties.

 

(c)   That the East Kent Shared Services Collaboration Agreement dated 14 October 2016 be amended to reflect the changes set out or taking effect under recommendations (a) to (c).

MATTERS WHICH THE MANAGEMENT TEAM SUGGESTS SHOULD BE CONSIDERED IN PRIVATE AS THE REPORT CONTAINS EXEMPT INFORMATION AS DEFINED WITHIN PART 1 OF SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT 1972 AS INDICATED AND IN RESPECT OF WHICH THE PROPER OFFICER CONSIDERS THAT THE PUBLIC INTEREST IN MAINTAINING THE EXEMPTION OUTWEIGHS THE PUBLIC INTEREST IN DISCLOSING THE INFORMATION

Minutes:

That, in accordance with the provisions of the Local Authorities (Executive Arrangements) (Access to Information) (England) Regulations 2000, the press and the public be excluded during consideration of the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 3 of Schedule 12A of the Local Government Act 1972.

122.

Award of Two-Year Contract for Provision of Official Veterinarians to Dover Port Health Authority

To consider the attached report of the Head of Port Health and Public Protection.

Minutes:

It was agreed that the award of a two-year contract (with provision to extend for a further year) for the provision of official veterinarians to the Dover Port Health Authority be approved.
