Revised 2020/21 General Fund Revenue Budget and Project Programmes

To consider the recommendations of the Overview and Scrutiny Committee (to follow).

Minutes:

(a)  It was agreed that the Overview and Scrutiny Committee be thanked for reviewing the report on the Revised 2020/21 General Fund Revenue Budget and the Capital and Special Projects Programmes at its meeting held on 12 October 2020, and that it be noted that the Committee had noted the report, making no recommendations (Minute No 29).

 

(b)  It was agreed to recommend to Council the recommendations set out in Cabinet decision CAB 22 of 5 October 2020 as follows:

 

That the revised 2020/21 General Fund Revenue Budget and the Capital and Special Projects Programmes be approved, including:

 

(i)            Forecast increase in the General Fund revenue budget deficit;

 

(ii)           Reduction in proposed transfers to reserves and the use of Government funding to offset the forecast deficit;

 

(iii)          Addition, removal and amendments to projects.

'Planning for the Future' - Planning White Paper 2020 Consultation Response pdf icon PDF 334 KB

To consider feedback (if any) arising from the Member briefing held on 13 October 2020 (to follow).

Minutes:

(a)   It was agreed that the Council’s consultation response to the ‘Planning for the Future’ – Planning White Paper 2020 be amended to include the following additional text to reflect concerns raised at the Members’ briefing about the reduced opportunities for the local community to inform and influence new development as a result of the proposed reforms:

 

Question 9 a): ‘The Council is concerned that the proposal will result in fewer opportunities for the local community to be involved and influence development in their local areas. Community consultation at the planning application stage provides valuable local information that positively influences the final outcome of development. The proposals to front-load consultation to the Local Plan stage are insufficient given there is only proposed to be a single consultation during the preparation of the Local Plan and given that such plans may not be

able to deal with matters of fine detail at that stage.’

 

(b)   It was agreed that Cabinet decision CAB 28 be reaffirmed, subject to the amendment of CAB 28 (a) as per the above.
