The Cabinet (also known as the Executive) is at the heart of the day-to-day decision-making process. It has a key role in proposing the budget and policy framework to the Council for adoption and is responsible for making and implementing executive decisions in accordance with the approved budget and policy framework.
Cabinet does not have responsibility for quasi-judicial and regulatory functions such as planning and licensing, and these are delegated by the Council to separate decision-making committees.
The Cabinet (meaning the Leader of the Council and such other Members of the Council as the Leader may appoint) will carry out all of the local authority's functions which are not the responsibility of any other part of the local authority, whether by law or under the Council’s Constitution. The Leader may however, make arrangements to delegate some matters to the Cabinet, a Cabinet Committee, individual Cabinet members, or to officers. Provision has been made in the Constitution for both collective decision-making and decision-making by the Leader of the Council and individual elected members.
